		<description>I just recently worked on a &#039;THE&#039; project where it has hit the limit on band aids. It&#039;s always tought to tell managers, nevermind the client, that for a core application, it&#039;s time to stop adding to the codebase;
Definitely a tough sell. But it also relates to your article on time estimates. In the &#039;THE&#039; project, any basic, resonable requests can take 2 to 3 times longer to implement just to get around the hackery from days gone by. So, in either case, the cost of the project is going up.
Unfortunately, many companies may have to bite the bullet and re-create something just so it can be extensible, and &#039;sell-able&#039; as a product.
I guess every day can&#039;t be rainbows and puppy dogs in a project lifecycle.</description>

My criteria for totally rebuilding something is if the software is just fundamentally broken and and has had numerous bug fixes applied and it still doesn&#039;t work. Otherwise, if the software *actually* works but is ugly and difficult to understand then refactoring is in order in that case.</description>
